This is a public meeting for Pipeline Safety officials to discuss with pipeline safety stakeholders the implementation of the gas transmission and the hazardous liquid pipeline final rules published in the Federal Register on October 1, 2019. PHMSA is making available for comment draft frequently asked questions (FAQs) and answers for both final rules that will be used to facilitate the implementation of the final rules. PHMSA will also discuss the benefits of pipeline operators developing an effective safety culture, including safety management systems.
The meeting will be web cast, and any documents presented will be available on the meeting website and posted on the E-Gov website: http://www.regulations.gov under docket number PHMSA-2019-0225 within 30 days following the meeting.
As part of the implementation process, PHMSA has developed draft FAQs for the new regulations. PHMSA subject matter experts on the two rules will lead a discussion on the FAQs and proposed answers. PHMSA will solicit additional FAQ topics on regulatory requirements from operators, regulators, and the public. The FAQs are intended to assist in the implementation of these final rules by providing clarification, guidance, information sources, and affirmation to operators as they strive to comply with new safety regulations. PHMSA has included the initial set of draft FAQs for the meeting in Docket No. PHMSA-2019-0225, and encourages the public to submit comments on the draft FAQs.The Pipeline and Hazardous Materials Safety Administration's Office of Pipeline Safety will hold a one-day Operator Meeting with pipeline and LNG operators at the Sugarland Marriott Hotel in Houston, Texas on Tuesday, February 25, 2020, from 8:00 a.m. to 5:00 p.m., CT. The Agency is hosting this meeting as part of its core mission to improve safety through better communications between PHMSA and the regulated community. The meeting will provide a forum for open discussion on a variety of subjects including how PHMSA develops its annual inspection plans, how each system-specific inspection protocol is created, general enforcement processes, and lessons-learned from incidents and accidents. In hosting this meeting, PHMSA intends to answer your questions, address your concerns, and provide you with an opportunity to speak with us outside of the inspection environment.
The forum is a 2-day event held periodically to generate a National research agenda that fosters solutions for the various challenges associated with pipeline safety and with protecting the environment. The forum allows the public, government and industry pipeline stakeholders to develop recommendations on the technical gaps and challenges for future pipeline safety research. It also reduces duplication of research programs, shares ongoing research efforts, leverages resources and broadens synergies. The national research agenda that will be developed through this forum will help PHMSA align its research program with the needs of its pipeline safety mission and make use of the best available knowledge and expertise, as well as consider stakeholder perspectives.
