This notice announces a public meeting of the newly created Voluntary Information-Sharing System (VIS) Working Group. The VIS Working Group will convene to discuss administrative procedures and consider the development of a voluntary information-sharing system.
The forum is a 2-day event held periodically to generate a National research agenda that fosters solutions for the various challenges associated with pipeline safety and with protecting the environment. The forum allows public, government and industry pipeline stakeholders to develop a consensus on the technical gaps and challenges for future research. It also reduces duplication of programs, factors ongoing research efforts, leverages resources and broadens synergies. The national research agenda coming out of these events is aligned with the needs of the pipeline safety mission, makes use of the best available knowledge and expertise, and considers stakeholder perspectives. This workshop will bring stakeholders, including federal and state agencies, industry, and interested members of the public together to participate in shaping a future of 49 CFR 192 safety regulations for underground natural gas storage. The 1-day workshop is free of charge and will be webcast live.

This notice announces a public meeting of the Gas Pipeline Advisory Committee (GPAC), also known as the Technical Pipeline Safety Standards Committee, and the Liquid Pipeline Advisory Committee (LPAC), also known as the Technical Hazardous Liquid Pipeline Safety Standards Committee. The GPAC will meet to discuss a proposed rulemaking to address regulatory requirements involving plastic piping systems used in gas services and both committees will meet jointly to discuss a proposed rulemaking to strengthen the federal pipeline safety regulations and to address sections 9 (accident and incident reporting) and 13 (cost recovery for design-review work) of the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 (2011 Act). Both committees will also be briefed on the "Pipeline Safety: Safety of Gas Transmission and Gathering Pipelines" proposed rulemaking.

This two-day LNG Workshop is to solicit input and obtain background information for the formulation of a future regulatory change to CFR 49 Part 193, Liquefied Natural Gas Facilities. This workshop will bring federal and State regulators, emergency responders, NFPA 59A technical committee members, industry, and interested members of the public together to participate in shaping a future liquefied natural gas (LNG) rule.
The purpose of the workshop is to bring federal regulators, interested members of the public, industry, and other stakeholders together to share knowledge and experiences with oil spill response planning and preparedness, gather ideas for harmonizing PHMSA's part 130 and part 194 regulations with other agencies, and discuss practical ways regulated entities can better plan and prepare for an oil spill.
The committee will meet to consider and vote on the proposed rule, "Pipeline Safety: Safety of Hazardous Liquid Pipelines," published in the Federal Register on October 13, 2015 (80 FR 61610) and the associated regulatory assessment.
