    Overview:

    On October 1, 2015, the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) published in the Federal Register a Notice of Proposed Rulemaking (NPRM) for the Safety of Hazardous Liquids Pipelines. The comment period for this NPRM expires on January 8, 2015, and all members of the public are invited to submit comments on the proposed regulations. You can submit comments by any of the following methods:

    We invite you to learn more about the proposed rule on hazardous liquid pipelines by attending one of two planned webinars. At the sessions, PHMSA senior staff will present factual information about our regulatory proposal and will answer clarifying questions intended to help you comment more knowledgeably.

    For your convenience, we will be hosting an identical webinar on two dates:

    • Thursday, December 10, 2015, at 3:00 - 4:00 p.m. Eastern/ 12:00 - 1:00 p.m. Pacific; OR
    • Tuesday, December 15, 2015, at 2:00 - 3:00 p.m. Eastern / 11:00 a.m. - 12:00 p.m. Pacific

    At these sessions PHMSA senior staff will present factual information about our regulatory proposal (30 mins) and then take clarifying questions intended to help you comment more knowledgeably (30 mins) on a first come, first served basis. The phone call will be moderated. Due to time constraints, questioners will be limited to 2 minutes to (1) identify themselves and (2) ask questions about this proposal.

    The presentation on both dates will be identical, so please choose the one that is most convenient for you. Other interested members of the public are also welcome to participate, but they too must RSVP by the deadline. Please note that due to legal requirements the webinar, including participant names and questions, will be docketed for the record. Please register here for the 2nd webinar by 12:00 p.m. Eastern/9:00 a.m. Pacific on December 15, 2015.

    Overview:

    The purpose of the workshop is to discuss and understand existing and future NPMS submission technical issues. The target audience is GIS analysts who prepare NPMS submissions. The intent of this workshop is not to discuss the substance of any proposed new data elements (attributes) or opinions on the new data elements (attributes).

    WORKSHOP GOALS: The primary goals of the workshop are to:
    1. Understand the formats in which operators store the data they submit to the NPMS;
    2. Discover how operators segment their pipeline GIS data;
    3. Determine the number of operators who are using linear referencing format and learn how they use stationing; and
    4. Understand whether operators store actual or "predominant" values for pipeline attributes.

  4. September 10, 2015 "PHMSA National Pipeline Mapping System Public Meeting"

    Overview:

    PHMSA will conduct a half-day public meeting to bring pipeline stakeholders together to discuss the revised National Pipeline Mapping System (NPMS) Information Collection which is out for comment. Operators and industry groups have expressed concern about the cost and time that will be needed to submit the additional data elements that are in the Information Collection.

  5. September  9, 2015 "PHMSA Pipeline Risk Modeling Methodologies Public Workshop"
    Location: Crystal City Marriott at Reagan National Airport
    Overview:

    On September 9-10, 2015, the Pipeline and Hazardous Materials Safety Administration (PHMSA), partnering with the National Association of Pipeline Safety Representatives (NAPSR), will hold a public workshop to discuss risk modeling methodologies of gas transmission and hazardous liquid pipelines and non-pipeline systems. Pipelines are the primary energy highways of the Nation that provide efficient means to transport the vast volumes of commodities on which we depend. Understanding the risk profile and underlying risk drivers for each pipeline system is a fundamental aspect of safe pipeline operations.

    This workshop will provide the pipeline industry, Federal and State regulators, interested members of the public, and other stakeholders an opportunity to share their knowledge and experience about risk modeling and practical approaches to improving pipeline risk models. It will focus on improving risk modeling approaches and techniques for pipeline and non-pipeline systems to advance pipeline risk models.

    Overview:

    The Integrity Verification Process is to confirm the Maximum Operating Pressure (MOP) when pipeline records are not traceable, verifiable, or complete. The Pipeline and Hazardous Materials Safety Administration (PHMSA) held a similar workshop in August 2013 on the Integrity Verification Process for gas transmission pipelines, to help address several mandates in the Pipeline Safety, Regulatory Certainty, and Job Creation Act of 2011 and National Transportation Safety Board recommendations. At this 1-day workshop, PHMSA with present proposal for Integrity Verification Process for hazardous liquid pipelines, and have presentations of perspectives from pipeline operators, state regulatory partners, and the public.

    This is a one-day public workshop to discuss the recent Pipeline Safety Management Systems (PSMS) national consensus standard. The meeting will include participation from all major pipeline sectors, State and Federal regulators, and public safety advocates. This workshop will detail the development process of the SMS standard. The workshop will also emphasize the core elements of the standard including leadership and management commitment, risk management, emergency preparedness and response, competence awareness and training, management review and continuous commitment, and the critical role of safety culture.
