    Overview:

    PHMSA will conduct a one-day public meeting to bring pipeline stakeholders together to discuss the National Pipeline Mapping System (NPMS) Information Collection which is out for comment. Operators and industry groups have expressed concern about the cost and time that will be needed to submit the additional data elements that are in the Information Collection and how PHMSA plans to keep the new data elements secure.

    Overview:

    The Pipeline and Hazardous Materials Administration will hold meetings of the Gas Pipeline Advisory Committee (GPAC) and the Liquid Pipeline Advisory Committee (LPAC).Topics to be discussed will include performance metrics for pipeline operations; agency, State, and stakeholder priorities; and safety management systems in other industries. The committee members will not be considering any proposed rules at this meeting.

    Overview:

    The Department of Transportation, Pipeline and Hazardous Materials Safety Administration and the National Association of Pipeline Safety Representatives periodically hold this event to generate a National research agenda that fosters solutions for the many challenges with pipeline safety and with protecting the environment. The forum allows public, government and industry pipeline stakeholders to develop a consensus on the technical gaps and challenges for future research. It also reduces duplication of programs, factors ongoing research efforts, leverages resources and broadens synergies. The national research agenda coming out of these events is aligned with the needs of the pipeline safety mission, makes use of the best available knowledge and expertise, and considers stakeholder perspectives. Specifically the forum:

    1. Identifies key pipeline technical challenges facing industry and government;
    2. Disseminates information on current research efforts; and
    3. Identifies new research that can help to meet known challenges.

  4. August  5, 2014 "Managing Pipeline Cracking Challenges"
    Location: Crowne Plaza Chicago O'Hare in Rosemont, IL
    Overview:

    The Department of Transportation, Pipeline and Hazardous Materials Safety Administration and the National Association of Pipeline Safety Representatives are holding this event to gather and disseminate information on the state of the art of crack detection in hazardous liquid and natural gas pipelines. Perspectives on the challenges involved with detecting and characterizing crack like defects, including environmentally assisted cracks and cracks with corrosion, will be provided from operators and regulators. This event will provide and update on technology developments via research, the success rate in deploying such technology for detection and a discussion on the level of and types of data collected in support of engineering assessments. It will also discuss other information in support of criteria for determining when a probable crack defect in a pipeline segment must be excavated, the time limits for completing those excavations and in support of models for determining crack growth rates.

  5. July  2, 2014 "Public Workshop on Pipeline Safety Management Systems"

    Overview:

    This workshop will discuss an emerging Pipeline Safety Management Systems (PSMS) national consensus standard. The meeting will include participation from all major pipeline sectors, State and Federal regulators, the National Transportation Safety Board, and public safety advocates. This workshop will translate the concepts explored in the first PSMS workshop by detailing how those concepts are advanced in the emerging standard.

  6. April 16, 2014 "Class Location Methodology Public Workshop"
    Location: Hilton, Crystal City at the Washington Reagan National Airport
    Overview:

    The Pipeline and Hazardous Materials Safety Administration (PHMSA) is holding a public workshop to present and seek comment on whether applying the integrity management (IM) requirements beyond high consequence area (HCAs) would mitigate the need for class location requirements. Locations along gas pipelines are divided into classes from 1 (rural) to 4 (densely populated) and are based upon the number of buildings or dwellings for human occupancy. Allowable pipe operating stresses, as a percentage of specified minimum yield strength (SMYS), decrease as class location increases from Class 1 to Class 4 locations. Gas IMP requirements use a different approach to identify areas of higher risk along pipelines. The workshop will have presentations from PHMSA, State representatives and other stakeholders on the review of both methodologies, discussion panels, and an overview of comments received from August 1, 2013 Notice of Inquiry and from August 25, 2011 Advance Notice of Proposed Rulemaking (ANPRM) in Docket No. PHMSA-2011-0023 on www.regulations.gov.

  7. February 27, 2014 "Safety Management Systems Workshop"
    Location: Westin Arlington Gateway, 801 N. Glebe Road, Arlington, VA
    Overview:

    This public workshop was held on the concept of safety management systems (SMS).

    At this workshop, key concepts underlying a rapidly evolving safety management system (SMS) national consensus standard were discussed. Four panels presented their experience with SMS from industries outside the energy pipeline world including aviation, chemical, nuclear, and health care. Specific topics included: the value of SMS, the role of leadership at the top through the lower ranks in making SMS work, the value of "safety assurance", and the growing recognition of the role of safety culture in ensuring attainment of key safety objectives.

    Other major industries have successfully implemented comprehensive SMS programs resulting in marked improvements in company performance. PHMSA believes it is logical to move forward in the development and implementation of similar programs for the oil and gas industry.

  8. February 25, 2014 "Meeting of the Gas Pipeline Advisory Committee and the Liquid Pipeline Advisory Committee"

    Overview:

    This notice announces a public meeting of the Gas Pipeline Advisory Committee (GPAC), also known as the Technical Pipeline Safety Standards Committee, and the Liquid Pipeline Advisory Committee (LPAC), also known as the Technical Hazardous Liquid Pipeline Safety Standards Committee. The committees will meet to discuss whether or not to adopt section 4.2 of ASTM D2513-09a, "Standard Specification for Polyethylene (PE) Gas Pressure Pipe, Tubing, and Fittings," for PE materials. Section 4.2 addresses the use of rework materials.
